To deliver challenging, exciting, and affordable reality-based training for the nation’s Law Enforcement Explorers and Cadets — preparing America’s youth for safe, successful, and rewarding careers in public service.
ExCon is proudly presented by the Las Vegas Metropolitan Police Department (LVMPD) Law Enforcement Explorer Program and serves as an annual event where Explorer units from across the United States come together to test and showcase the skills they’ve learned through training. The scenario-based competition which focuses on basic patrol procedure is designed to simulate real‐world law-enforcement scenarios and challenge participants in both individual and team events — bridging the gap between training and operational mindset.
ExCon was founded by three career law enforcement officers employed by the LVMPD.
All were former Explorers and Explorer Advisors, with 70+ years of combined experience.
ExCon was held at Cheyenne High School and saw approximately 150 attendees.
With nearly 300 attendees, the host location was moved to Centennial High School to better accommodate the competition.
Veteran’s Tribute Career and Technical Academy, Nevada’s premier public safety career preparatory school was chosen as host location. ExCon saw more than 40 teams in attendance for the first time.
ExCon Inc. was incorporated in the State of Nevada as a nationally recognized 501(c)(3) entity.
ExCon Inc. merged with the Las Vegas Metropolitan Police Department Law Enforcement Explorer Program Inc. Competition planners strived to grow and improve the experiences offered to the nation’s law enforcement explorers and their dedicated advisors.
ExCon was revamped from the ground-up. Events were held at Sunrise Mountain High School and the LVMPD Firearms Facility. Scenarios were more realistic than ever and included force-on-force and live fire. Two new events were added to the competition. ExCon welcomed guest judge John K. Marshall, renowned expert in the field, for the Honor Guard Performance. Also new in 2019 was a formal award ceremony held at our host hotel, the South Point Hotel & Casino
2020 was an unforgettable year. COVID-19 (Coronavirus) affected practically every part of our daily lives. As an organization we recognized the impact this unprecedented crisis had on first responders nationwide and particularly the exceptional agencies which attend our competition. As a direct result of the unique challenges COVID-19 presented, we were forced to cancel ExCon for the first time since its inception.
With generous support from Boyd Gaming, ExCon was held at the East Side Cannery – a casino shuttered as a result of COVID-19. Attendees got an unforgettable experience with realistic scenarios including a gaming floor, hotel rooms, resort pool, restaurants, and more.

Young law enforcement explorers & cadets from departments across the country showcased their skills, determination, and teamwork at the 20th annual ExCo which rerturned to the East Side Cannery. From tactical challenges to scenario-based problem solving, over 600 future law enforcement professionals demonstrated what it takes to serve and protect.
Back for another year, this time the 19th annual Law Enforcement Explorer Competition welcomed over 550 participants! Hosted at LVMPD’s premier training facility, the Joint Emergency Training Institute, this annual event brought explorers and advisors from 7 states and 39 agencies. Also on hand were recruiters and vendors from near and far!
After a 2-year break (no thanks to COVID), LVMPD proudly presented its 18th annual Law Enforcement Explorer competition, ExCon – Chaos at the Casino – on June 11 & 12! Explorers, cadets, and recruiters from over 25 agencies and five states participated in this year’s event which was held at the East Side Cannery Hotel & Casino for the first time ever.
The LVMPD proudly hosted its 17th annual law enforcement explorer competition on June 7, 2019. 505 attendees traveled from across the United States to compete. We welcomed posts from Arizona, California, Florida, Kansas, New York, Nevada, and Oregon! The event was held at Sunrise Mountain High School and LVMPD’s John T. Moran Firearms Facility. Explorers participated in eight scenarios and had the option to participate in two elective events. Police and military recruiters from nearly 20 agencies nationwide attended; well-known apparel and merchandise vendors were also present.
The LVMPD proudly hosted its 16th annual law enforcement explorer competition on June 9, 2018. 525 attendees traveled from across the United States to compete. We welcomed posts from Arizona, California, Florida, Nevada, Oregon and Wyoming! The event was held at Advanced Technologies Academy in central Las Vegas and featured 8 events.
Each team will be scheduled a time throughout the day to participate in 8 events. Scenarios will last approximately 20 minutes. To be eligible for the overall winning trophy, teams must complete all scheduled events.
An Explorer team will be dispatched to investigate a reported suspicious vehicle.
An Explorer team will be dispatched to the scene of an active assailant with multiple casualties.
An Explorer team will be called upon to aid an officer in duress.
An Explorer team will be presented with a situation and must make a decision to enter a structure and use force.
An Explorer team will be summoned to resolve a disturbance involving multiple individuals.
An Explorer team will be presented with a crime scene and will process it using basic evidence collection techniques.
An Explorer team will be sent to investigate an active burglary.
While on patrol, an Explorer team will come upon enemy fire and must mitigate the situation.
These events are elective and will not be considered for the overall winning trophy. Posts may choose to compete in one or both of the additional events.
Two Explorers per registered team may participate in a live-fire qualification. They will shoot 30 rounds at varying distances using a handgun which will be provided.
An honor guard team will display their proficiency in basic techniques including Inspection, Colors, Casket Watch and Flag Fold. Additional info will be provided to participants. The winning team will present colors at the award ceremony.
Swag bags will include commemorative items curated by ExCon staff.
A catered meal will be provided to participants on Saturday.
Drinks will be provided on competition day.
A video montage will be played during the award ceremony and will be available online to share within 72 hours.
Pictures and video will be available within 72 hours on the website.
An impressive list of recruiters from local, state and federal law enforcement agencies will be on hand to speak with potential applicants.

Conveniently located off Interstate 15 and within minutes from H. Reid International Airport, the South Point features 11 restaurants, a 64 lane Bowling Center, a movie theatre with 16 screens, an adjoining fitness center and a magnificent pool area.
You must reserve your rooms by January 23, 2026 in order to receive the discounted rates and resort fees. The resort fee has been discounted to $20 per night.
The competition site offers ample space for teams to set up an optional base camp for the day. A designated area will be available for RVs, trailers & shade tents.
*Note that overnight camping is not permitted.
Apart from registered attendees and their advisors, no unauthorized guests will be permitted on the competition property.
Registered participants must wear their competition-issued wristbands prominently throughout the day.
ExCon welcomes any ranking department members to attend the competition with advance notice to ExCon Staff.

The ceremony will last approximately 90 minutes.
Teams must also be prepared to travel, using their own transportation, to scenarios at the J. Moran Firearms Facility, and lunch hosted at Sunrise Mountain High School located at:
There will be 1st–3rd place (scenarios A and B) trophies awarded for each team event. There will be one trophy awarded for the overall competition winner.
To qualify for the overall trophy, your team must compete in each of the scheduled scenarios. Teams are not required to participate in the Pistol Qualification or the Honor Guard Performance and scores for these two events will not be considered for the overall trophy.
Regardless of agency or jurisdiction, Explorer teams will be judged according to a grading rubric which focuses on a wide set of generally accepted law enforcement procedures.

The number of participating posts is limited. To guarantee your spot, register early! The deadline to submit registration and fees is January 23, 2026. Registration will close early if the maximum number of teams is reached.
All registered participants (Explorers & Advisors), MUST complete the Waivers of Liability & Medical Treatment Consent forms and bring it to the ExCon check-in, with original signatures.
All registered persons UNDER 18 years of age AND those over 18 years of age that are still carried by a parent/legal guardian’s medical insurance, MUST have parental signatures on the form where applicable!
A team consists of between 4 and 8 explorers/cadets. Programs with more than 8 participants will be split into separate competing teams.
After registration closes, a waitlist will be created. In the event registered teams withdraw, teams on the waitlist will be invited on a first come first served basis. Notifications to wait-listed teams will be made by January 30, 2026. Please do not plan on attending unless you have been officially invited by ExCon staff.

Any team, vendor or sponsor may request a refund of the registration fees and it will be processed within three weeks of the request, minus the required service fee imposed by the selected payment processor. All requests must be made in writing to: explorers@lvmpd.com
Should the event be canceled or postponed at the decision of the LVMPD and/or the ExCon planning committee, registration fees will not be refunded and will be automatically applied toward the next competition.
